USUKAN BAY & ENVIRONS (310HA)

DESCRIPTION

Usukan Bay provides an opportunity for more extensive marina development as well as development inside the bay area. In addition, it includes the highly attractive Usukan Island to the northwest where a resort primarily on the seaward side of the island is proposed. There are a few villages within the Bay itself and the area has been designated as a community tourism zone to protect the intergrity of the village lifestyle. The other village development is primarily on the northern part of Usukan Bay which has been proposed for village-based activity. The Usukan Bay also includes areas that have been declared as ‘Usukan Port’.

Key OUTCOMES OF THE EPP/ KPIS

• The West Coast tourism development zone will capture at least 60% (1.7 million) of tourist arrivals via KK.
• Improvement of infrastructure and basic facilities and amenities in the district (100% treated portable water, 70% getting electricity supply, 70% access to road, 30% receiving proper sewage treatment / waste facilities
• Improvement in living standards and increase economic opportunities for the local populace i.e. service providers as skilled & unskilled jobs in resorts, local guide, boat rental operators, sales of handicraft & fresh produce, cultural show case etc.
• Additional job opportunity totaling 7,294 by 2020 from coastal tourism development.

KEY CHALLENGES

• Poor road access i.e. single lane, narrow, etc. (Sulaman road – 0.89 km) or no road access to most part of the development clusters (need bridge crossing Sg. Sulaman – 400m, 2.5 km branch off road to Kg. Lok Pisuk, 15.05km new road and upgrade of Penimbawan Rd, poor or no supply of electricity and portable water and no waste management system, 2.7km proposed upgrade of branch off road to Kg. Lok Nunuk, 13km proposed new road linking Ambong and Usukan Bay etc.
• Lengthy time to get approval for funding – funds required for infrastructure to jump start the development has not been given priority.
• Overlapping in land ownership/native customary right claims.
• Consolidation of land (164 land titles).

MITIGATION PLAN

• Upgrade the Sepanggar - Sulaman road and the other infrastructure, e.g. Tuaran and Mengkabong bridges etc.
• Carry out aggressive marketing and promotion of Cluster to foreign investors
