The second one was the University’s 3rd Convocation Ceremony for graduating students held on 24th and 25th November 2012 at the Main Campus in Penang.

The Ceremony also witnessed the proclamation of YB Tan Sri Dr Koh Tsu Koon as the first Pro-Chancellor of WOU.

At the same ceremony, Dato’ Seri Chet Singh was conferred the Honorary Doctor of Letters.

A total of 365 graduates (highest to date) received their degree or graduate diploma scrolls that day, out of which 265 were from undergraduate programmes and 100 from postgraduate programmes. The University also rolled out its first batch of 13 graduates from the Post-Graduate Diploma in Education programme. cont.


During 2012, a total of 533 study grants were awarded to new students pursuing
their studies at WOU. The grants were meant to encourage students to enrol at
WOU and to reduce their financial burden.
Continuing students at WOU who excelled in their academic studies and were
financially needy were also awarded scholarships in the form of tuition fees waivers.
A total of 74 students were awarded the Chancellor’s Merit Scholarship for the
period of 2012.

 



WOU was offering a total of 43 programmes in 2012 out of which 20 have been fully accredited by the MQA. The 43 programmes include 3 new programmes that were approved by MOHE in 2012. Of the 20 fully accredited programmes, 7 obtained full accreditation from MQA in 2012. The combined total number of active students who had registered for underand post-graduate studies in the January and July semesters in 2012 was 3,796 and 3,888 respectively.



The total number of Regional Centres stood at six (6) in 2012. To increase outreach and student recruitment opportunities in the Klang Valley two new Regional Support Centres were established; one in Klang and the other in Subang in mid 2012.



The provision of quality education has always been one of the core values of Wawasan Open University. In 2012, WOU was accorded a 5-Star (Excellent) rating by MOHE in its SETARA 2011 ranking exercise conducted on local institutions of higher learning. Indeed the “excellent” rating reaffirms our all time commitment to quality. We will certainly continue with the good practice, guided by our rigorous quality assurance protocols and monitored by the Quality Assurance Office. The aim is to turn this quality culture into a unique competitive advantage for WOU.



The University also established academic linkages with three academic institutions this year. It signed MoUs with Chonnam National University (South Korea), Unversiti Tunku Abdul Rahman and with HAAGA-HELIA University of Applied Sciences, Finland.

University Admission for Students with Lesser Academic Qualifications

The the time of the older generation, getting into a university was a luxury that many had to be content with their General Certificate of Education (GCE).

Today, however, education is no longer a luxury but a given right, and a mere Penilaian Mengah Rengah (PMR) qualification is also not a bar to pursuing higher education.

Official Opening of Wawasan Open University (WOU)


WAWASAN Open University was officially launched on 22nd September 2006 by Higher Education Minister Datuk Mustapa Mohamed.

WOU is Malaysia second open university after Open University Malaysia (OUM). The university is located in Penang and funded by Wawasan Education Foundation, a tax-exempted entity established by Gerakan and supported by the Yeap Chor Ee Charitable and Endowment Trusts.

With the concept of open learning, higher education is not only for those aged 17 to 25 years but also those beyond 25.

The existence of two open universities in Malaysia encourage service providers to give wider opportunities for adults to continue their studies, which have been limited before.

There were about five million people in Malaysia who had passed the Sijil Pelajaran Malaysia examination but could not continue their studies to university level. These include civil servants, teachers, police personnel and factory workers. Just one per cent of this will be 50,000 people. Thus two open universities may not be enough to provide the opportunities for higher education among this group.

When Wawasan Open University (WOU) opened its door on 22nd January 2007, the initial offering were 11 undergraduate degree programmes under three faculties -
the science and technology,
business administration and
foundation studies.

Industry Driven Curricular Design
All Wawasan Open University’s programs from diploma to doctorate level were designed by leading international and local experts with input from the key industry figures and organizations. At postgraduate level, the university offers the Commonwealth Executive Master of Business Administration and the Commonwealth Executive Master of Public Administration, jointly developed by subject experts from open universities across the Commonwealth in collaboration with the Vancouver based Commonwealth of Learning. It also offers two MBA programs with specializations in construction management and manufacturing and production management and Doctor and Masters of Philosophy to professionals in the respective industries.

There are six private Higher Learning Institutions (IPTS) offer long distance learning programmes in 2013:

Course curriculum are conducted by the universities and it achieved the specified result and followed guidelines set by the Malaysian Qualifications Agency (MQA).

To ensure the quality control of IPTS in terms of curriculum and long distance learning, the Malaysian Qualifications Agency (MQA) supervise and monitor the universities periodically.
In monitored long distance learning programmes offered by universities, a higher education committee was set up to approve and monitor courses offered by universities, including long distance learning programmes.

MQA has also developed the Open and Distance Learning Practice Code to help universities ensure quality of long distance learning programmes was on par with those carried out conventionally.

Wawasan Open University (WOU) has appealed to the Higher Education Ministry to reduce from five to four years the period for a degree-level programme
The requirement was not only too long but would turn away prospective students.

The ministry demands that they must study for five years before they can get a degree. Those who join open university will have to spend five years before they can get a degree.
This will scare the people
Malaysian working adults should work harder and keep on improving themselves in order to help Malaysia become a high-income nation by 2020.

He said the culture among working adults to further their studies was at a very low level compared to other countries, especially developed countries.

There were more than 10 million workers in Malaysia but less than 20 percent of them have degrees, whereas a big percentage of them were Sijil Pelajaran Malaysia (SPM) holders.

The Wawasan Open University Scholarship Fund is established to assist needy adult learners to re-skill, retrain and re-tool themselves through open distance learning at  Wawasan Open University.

To celebrate the inauguration of its establishment, financial assistance in the form of tuition fees shall be awarded to needy and eligible candidates who are  admitted to programmes of study with Wawasan Open University for the January,  2007 Semester only.

Selection and Award Committees :  The selection and award of financial assistance is administered by the Selection Committee and the Award Committee.

Terms :
Financial assistance is targeted at students who possess a Gross Family income of NOT MORE than RM 3,000 per month or RM36, 000 p.a. only.

Successful applicants must have signed up for a programme with the University. The administration & processing fee (RM50) and the resource and services fee (RM100) must be borne by the applicant where applicable.

Members of the Scholarship Selection Committee and Award Committee are required to disclose any relationships to applicants.

The University reserves the right to award partial tuition fees where appropriate. Its decision is final.

The University reserves the right to revoke the award if the student fails to comply with the Rules and Regulations of the University or if false information is found to be furnished by the applicant to manipulate the outcome of the award.

The School of Foundation Studies conducts two categories of courses for all students. They are University and Lembaga Akreditasi Negara (LAN) courses. SFS also offers Headstart Programme to enhance students’ readiness for tertiary study before they embark on degree programmes at the University. In addition, SFS offers several Foundation courses to further consolidate students’ basic knowledge and competency.

The School of Foundation Studies is also in the process of developing other programmes on lifelong learning. These include short courses and degree programmes for individuals, the community, industry and offer governmental or non-governmental organizations. The courses are designed to help people enrich their knowledge, living skills, and to upgrade and enhance workplace skills and competencies.

School of Business and Administration

The School of Business and Administration (SBA) offers six degree programmes reflecting its aims to develop and disseminate business management knowledge to fulfill the needs of the business community.
The list of programmes offered is as follows:
· Bachelor of Business in Accounting (Hons)
· Bachelor of Business in Business Information Systems (Hons)
· Bachelor of Business in Banking and Finance (Hons)
· Bachelor of Business in Logistics and Supply Chain Management (Hons)
· Bachelor of Business in Management (Hons)
· Bachelor of Business in Sales and Marketing (Hons)
The School is planning to offer two post graduate programmes in collaboration with the Commonwealth of Learning based in Canada: Commonwealth Executive Masters in Business Administration (CEMBA) and Commonwealth Executive Masters in Public Administration (CEMPA) from 2008. In addition, new undergraduate programmes in areas such as Hospitality and Tourism are also being planned. The School is looking at the possibility of collaborating with professional bodies like the Institute of Bankers and Malaysian Institute of Accountants in areas such as packaging of courses and exemptions for professional examinations

School of Science and Technology

The School of Science and Technology (SST) offers five degree programmes reflecting the current state of information and electronics technology required to succeed in a competitive global environment.
The list of programmes offered is as follows:
· Bachelor of Technology in Computer Systems and Networks (Hons)
· Bachelor of Technology in Computing and Intelligent Systems (Hons)
· Bachelor of Technology in Electronic Commerce (Hons)
· Bachelor of Technology in Electronics (Hons)
· Bachelor of Technology in Information and Communication Technology (Hons)
The School is planning to offer Master’s level programmes in Computer and Information Technology and Electronic Engineering. In addition, the School shall be looking to offer new undergraduate programmes in various areas including Environmental Sciences, Mathematics and Statistics, Manufacturing Technology, Production and Process Engineering, Quality Sciences and Management and Bio-Medical Technology
