Skim Prihatin Pendidikan 1Malaysia (SPP1M) or 1Malaysia Education Caring Scheme is a top-up education loan scheme endorsed by the government and is managed by Maybank and RHB Bank (pending).

Malaysian Government launched the Skim Pinjaman Pendidikan 1 Malaysia (SPP1M) on 18 March 2013.

The SPP1M works as “top up” fund to students (local and overseas universities) existing fund or scholarship, complementing the existing PTPTN student loan scheme in Malaysia.

The main difference between the SPP1M and the PTPTN scheme is that the SPP1M is underwritten (issued) by commercial banks in Malaysia rather than a separate government department.
The amount student can request as a ‘top-up’ depends mainly on the difference of actual tuition fee and the amount of any existing loans or scholarships.

For example, the actual tuition fee is RM100,000 for three years and the student PTPTN loan amount is RM70,000. So, the maximum top up the student can get is RM30,000 (RM100,000- RM70,000).

How the new SPP1M loans work

Skim Prihatin Pendidikan 1Malaysia (SPP1M) or 1Malaysia Education Caring Scheme is a top-up education loan scheme endorsed by the government and is managed by Maybank and RHB Bank (pending). The Yayasan Peneraju Pendidikan Bumiputera (YPPB) is also involved (monitoring students’ performance) in this new loan scheme.

For this fund, RM1 billion has been allocated to be disbursed over five years. It will be made available for students in local universities in the second quarter of 2013 and students taking twinning programmes and programmes abroad in mid-2013.

The government launched a new education loan scheme in February 2013  for students in need of additional funds. Called the 1Malaysia Education Caring Scheme or SPP1M, this new loan scheme complements the National Higher Education Fund (PTPTN) and is open to students from all races. In some cases, PTPTN loan might not cover the total fees for certain courses in IPTS.

 

SPP1M is managed by Maybank and RHB Bank and provides up to RM150,000 additional loan money for medical students and RM100,000 for other critical courses.  The interest rate of the loan is at a base lending rate (BLR) of -1% while studying. After completion of studies, a normal BLR will be applied.

The SPP1M loan offers a 20-year loan term (15 years repayment after 5 years study period). Interest capitalized during the period of study and repayment begins six months after graduation or end of study.

The loan is for students pursuing their bachelor’s and master’s degree in certain fields. It will be made available for students in local universities in the second quarter of 2013 and students taking twinning programmes and programmes abroad in mid-2013.
